The COVID-19 pandemic has dramatically reshaped the state’s budget outlook. Before the pandemic, California was assuming another year of economic growth and budgeted accordingly. Instead, the economic woes from the pandemic have opened a $50 billion hole—25% of the state’s entire budget—that makes cuts inevitable and new investments difficult.
